Despite successful lifesaving efforts, most assistance focused on responding to short-term emergency relief needs, with much less attention to recovery and mitigation, including sustainable livelihood programmes and disaster risk reduction. The response was often reactive, utilising supply-driven approaches focused on short-term humanitarian objectives.
